Barrow himself tweeted the information earlier the today.

Adama Barrow @adama_barrow
I would like to inform you that the Inauguration Ceremony is going to take place at the Gambian Embassy in Dakar, Senegal. #Gambia

The ceremony had been slated for a stadium in Banjul, the Gambian capital before a change was made Thursday.
